2008’s Senate Bill (SB) 1016 required cities to reduce their waste to 4.2 pounds of waste per resident per day and 15.1 pounds per employee per day. The City of Rocklin exceeded both of those goals before the deadlines in both 2007 and 2008.
In 2007, the city’s disposal rate was 3.6 pounds of waste per resident per day, which exceeded the state mandate (4.2 pounds) by 15 percent. Rocklin beat the employment-based mandate by 24 percent, reporting 11.5 pounds per employee per day vs. a state mandated goal of 15.1 pounds.
The 2008 results were even better. Rocklin’s rate of 3.2 pounds of waste per resident per day exceeded the state mandated goal by 24 percent. Rocklin exceeded its employment based goal by more than 30 percent, achieving a 10.5 pound per employee per day disposal rate.
About Waste Reduction Goals
The Integrated Waste Management Act (Assembly Bill (AB) 939) mandated waste reduction of 25 percent by 1995 and 50 percent by the year 2000. The City of Rocklin exceeded both of those mandated diversion rates before the deadlines. In September 2008, the state approved Senate Bill (SB) 1016 which changed the way in which disposal rates were calculated, establishing the new mandated goals of 4.2 pounds of waste per resident per day and 15.1 pounds per employee per day.
